Eye fatigue typically comes from the color temperature of the lights. A lot of the LED lighting sold is in the 5000k range which can be fatiguing. A temperature of 4200k will be much easier on the eyes.
The secret to not having eye fatigue in my shop is having four or five different brands of lights: that way they all flicker at different frequencies and are different color temperatures and cover the entire light spectrum. I also did this completely on purpose and not because I'm cheap or by accident at all
