    Couple of ideas I would check: Connector or maybe the ground to the pump is bad? Possibly could be a bad relay that is passing voltage, but the contacts are roasted on it so it won't deliver enough amps when a real load is present?

    I don't think you can use ether on a tube tire, but you shouldn't need it. Get the wheel off or the weight off of it. Should be able to get the tube to inflate the tire back if you put the tire in place first.

    Maybe a bad battery. You should be able to charge your 6v batteries in series at 20 or 30 amps when they are low. If you use a regular battery charger, 10-15 amps is fine. The battery charger should have support for deep-cycle since the charge profile is different from a starting battery.
