Diluted muriatic acid (lowes $7/gal) to gently eat the rust in a few minutes. You'll need to coat it well with wd-40 or something or it will probably rust again very easily.

Also, the motor mounting plate is a joke. Remake it with plate as a first project. Also the anti-vibration link v-belts are nice on them (as they are on anything).

If you have 24v I would go with that. motors are more efficient and such at higher voltages.
