Actually he hasn't bothered to come back here. And really what's an IP ban going to. It's not to hard for a person to release their IP and gain another one in a matter of minutes.

User names can change, but people usually don't. We get to know the behaviors, patterns, and styles of our banned members. Usually when they sign back up their behaviors are the same and we pick up on it pretty quickly. IP (an other data) that matches just makes it easier to detect. We had one banned user that registered new user names probably 8 or so times, and each one was subsequently banned.
