Best solution to clean and prep metal with

I need to prep some metal for a re-paint. What is the best solution to clean with?

I have heard using contact solution is good or paint thinner.

Just curious what some of you use?

From cleaning oil from metal for welding I've found that paint thinner seems to move the oil around as much as it cleans. Acetone or lacquer thinner work much better.
If it is rusty, use Phosphoric acid on it first (available a HD, Lowes, and paint stores) to convert rust to ferric phosphate.
