Best way to remove bolts without breaking them? CJ steering box

looking to pull off my Steering gear box off an 84 cj. Have been soaking the bolts with a little bit of everything. Went to remove and got nervous because of the force I was applying and they weren't budging.
I have broke many the bolt before and really don't want to break these being the nuts are captured in the frame.
Any hints or tips?
Should I try heating them with my mini torch?
Or just go for it and pray?
I also have an impact that might do the trick?? Or just snap the head off?

Any input is appreciated

if you stop you will have to heat them up again to get them started. i remember the first time i changed the leafs on the xj, it literally took us hours to get the bolts out of the shackles, we would heat it up then i would wrench until my arms would cramp up and i would stop. then we would heat it up again and my brother would wrench until his arms would cramp up,etc.....

Same principle with the impact gun.... let it heep hammer'n till they're out, or have a buddy there to spell you on the wrench.
