Brake Controller?

I have a truck with an old Tekonsha hydraulic over electric controller that has me all confused. Wondering if someone can shed some light.

The controller has 3 wires coming off the back: Red, Black, White. The Red wire was hooked to key power, but I dont know where the black and white ones hook to because when I actuate the controller both the black and white wires get 12 volts from the controller. One on them (dont remember) gets power a bit sooner than the other when applying the brakes.

Does a brake controller control the brakes from changing voltage, or increasing amperage? I thought it was voltage.

It seems like the controller is messed up to me, but I don't know????

If I remember correctly one wire would be 12 V source, one ground and one feeds the brake wire. The newer ones have black as +12V, white as ground, red goes to the brake light switch and blue feeds the trailer brakes. When driving a fixed resistive load the higher the voltage the higher the current. I have a couple of the newer elictric ones laying around and maybe one of the old ones too.
