It's a Pioneer tool trailer, a google search will show a few builds but they are relatively heavy.

The rims are 5-lug Budd and will bolt right onto Dodge M-37s and old flat fender Power Wagons. A friend in Idaho has one that he tows behind his '50 Power Wagon and loves the beast.
