2" 250 wall will sleeve 1.5" whatever wall (tubing), If you're looking at sleeving, I'd recommend that you re-evaluate your materials, go to a chromo tube instead of sleeving two steel pieces together, smaller wall thickness with the same strength. There is some varience in tube size, so take a piece of what you want to sleeve with you and try it, You'll probabbly need a press.
You can sleeve something like 2" .120 over a 1.75" tube since there's ten thousandths clearance there, but doing what you're talking about won't really work. There's no play, so it ends up being an interference fit.
