I was actually wondering the same thing. I have random spots in the wheel wells etc that I would like to stop before they get that serious.

I used this stuff on the floor of my CJ when I painted it:

It worked pretty well, but you can still see the areas that were rusted if you look closely. It has held up well over the past year. Of course the rust I was dealing with didn't look near as bad as that door.

I have been sandblasting my 83 CJ, and am finding that places that I thaught were rusted all the way through were not as bad as I though, but then other places I keep chasing rust and finding holes that go all the way through. From that picture I would guess that if you sandblast it there will be nothing left in places. Which is both good and bad, good that the rust is gone, and bad that you will need to find someway to patch/replace/repair what is now missing. But I would say go with the sandblasting to make sure the rust is gone. It is not too expensive to have shops sandblast sections for you, or I spend $50 at sears for my own blaster. So my 2 cents is to blast away, and replace what is missing.
