I have a friend that is going to bringing his S10 next year down to moab, in June, he was wondering how strick they are when driving around, mostly about driving with beadlocks. He just wants to know if he should expect to tow the rig everywhere or if he will be able to drive it around.

Nope, show me a law. It will not pass the safety inspection based on the Highway Patrol's interpretation and 'creation'. However they enforce laws rather than make them. I'm 10 years into beadlocks, zero issues.
