Dual piston caliper question

When a dual piston caliper is removed from the rotor and the brake is repeatedly depressed, should both pistons extend? I understand if one would extend first, but if only one moves at all, does that imply a bad caliper?
 
Yes. There are progressive pistons out there, where one will extend until it grabs and THEN the second one engages but I am assuming you are talkign about your standard Ford-style dual piston caliper-- which I think are just single-stage.

I agree. They should move together. But if one was sticking, one pad should be worn more then the other. (sticking/stuck side should not wear as fast)

just curious. what vehicle is it for?
