Electrical Whine on startup?

I recently replaced all my belts. Fast forward a week or two and now when I start the truck up in the cold, I get an electrical whine for about 30 sec. Is this due to the alternator working extra hard to charge a cold/discharged battery, or is it the belt too tight on the alternator? After about 30 seconds it goes away. It's pretty loud, like a loud XJ fan loud.
 
Yes, probably helping a discharged battery recover or a non factory sound system backfeeding.

It's not mechanical, like the belt tension is too high is it?

Too be sure, simply monitor start voltage with a DMM.
 
It might be belt tension. I'll try checking the tension again. I snugged it up pretty good, but it still has about 1 cm deflection when I push on it.

It's definitely not audio feedback from a stereo.
 
Are you sure it's electrical? More than one Toyota I have owned had a power steering whine when it was really cold.
 
It's not a squeal. It sounds electrical to me, but I could be way off. It also sounds like something a belt that's too tight would make.
