It has been a long time and my memory is fuzzy but I can remember that there is some mechanism on that carb that turns up the throttle as you come to a stop to keep the engine from stalling. I never got mine to work and turned up the idle untill it quit dieing and just lived with the higher idle speed. Ditch that carb at your first opportunity.

...clutch.???????

It doesn't matter. The Jeep can be in nuetral and it will still stall. It is like the negative G force of stopping starves or floods the engine. BBD carbs are great.
