Does anyone know if it is legal, in the great state of Utah, for exhaust to dump over the rear axle on a pickup truck? (Apx. five feet from the cab)

Page 66 covers exhaust.

Reject:

"4) Tail pipes do not extend beyond the outer periphery of the
passenger compartment or discharges at any point forward of
the passenger compartment or are severely bent or broken."

so in other words if it dumped just in front of the tire (for example on a YJ, MJ tacoma) then it should be legal "as long as it exits the undercarriage."

So long as the exhaust tip sticks out from the side of the Jeep a little it should be fine.

No...

It says it cannot "discharge at any point forward of
the passenger compartment" which means on a YJ or SUVish vehicle, it must exit in the rear of the vehicle, since the entire vehicle is considered a passenger compartment.

On a pick up truck, it can exit the side or above the rear axle as long as it is further back than the cab, since the bed is not considered a passenger compartment (unless you have a shell on the bed...I think.)

So, to answer the OP's question, YES, an axle dump is legal as long as you don't have a shell on the bed.
