Garage winch anchor point?

My 20' driveway has about a 2' rise from the street to the garage. I'd be SOL if I ever had to get anything in there without power. The back wall is an interior wall of the house, the bottom 3' of the wall is poured concrete, at least 4" thick, and I have access to the back side in the basement.

So, would I be better off putting a couple holes through the back concrete wall with some ginormous bolts and plate steel on both sides, or bolting a plate to the concrete floor with concrete anchors?

You should be fine either way, but the floor is going to be your better bet. If that back wall is a foundation wall for those 3' then it should be 8" thick but the floor would work better. I'd use some Titen HD bolts. Thye will hold way better than a red head(that's a type of bolt, not a girl).

I would put it in the floor. Concrete and tension are not very good friends. The floor will put much less tension on the bolts because of the height and the direction of pull. In the wall all the load is pulling directly perpendicular to the wall.
