what's happening here?

I'm getting lots of popping and sputtering on deceleration.

That is not bad at all. I would say its almost perfect IMO. It is really close. Is it out of your bike?

a D8EA? a motorcycle plug? looks a touch lean on the top end side if its a 2 stroke. if its a 4 stroke the soot around the ring indicates a little bit of richness on the bottom end, with that nice chocolate color on the porcelain showing proper jetting on the top end.

Thanks guys, this is out of my wife's new bike I've been building her. It's a bit of a surprise but I hope she'll be excited for it. 4 stroke
