How to adjust an ebrake?

Not familiar with the Toyota, but if it has rear discs with drum parking brakes, then probably two ways - on the cable under the truck where it meets the separate cable going to the wheels and also with adjusters inside the drums. You should be able to adjust the pads against the drums with the wheels on, from the back, using a screwdriver or brake spoon. Do those first, then the cable. The cable adjustment will be real self explanatory.

Or, not... Like I said, not really familiar with the Toyota. The above is pretty typical though.

If you plan on keeping this vehicle for a while, it'd be worth the $30 to get the chilton or haynes manual from the autoparts store. I keep one in each of my vehicles.
 
04 is drum, (new body style went to disk in 07) the only True way to adjust it is adjsuting the rear shoes. the cable will tighten it yes, but it will also pull the lever on the leading shoe and cause it to not be in full relaxed position. Do it once, do it right :) adjust the rear shoes/repalce if worn out. but a good inspector would have cought that.
