At first we thought it was just the battery witch was bad,
but it wouldn't turn over...moved the starter wires and I got it to start but the climate controls don't work, door locks, radio, interior lights, don't work and there is a loud bagging noise under the dash unless the fuse is out. It will turn off but the interior lights stay on all the time but there really dim.

Any help will be gratefully appreciated!

Not sure if this is much help since its a different model but on my wifes Jeep WJ when it had similar wierd electrical issues it was due to the way it was wired using modules. One module went bad for the door locks or something like that and because they are all daisy chained it caused all kind of havoc with the lights, locks, starting, etc... Similar to what you are describing, except for the banging noise....

Yeah it was similar to those. On the WJs they are linked together so when one starts to go then it gets intermittent communication with them all. At least it did on mine.

Im interested in what that fuse is you pull and the banging stops. Does it sound like plastic on plastic or is it metallic? If plastic could it be something with the climate control doors opening and closing or a motor going on and off type sound? Just guessing here. Im not a grand cherokee expert by any means.

Not sure on the fuse, dodge bothered to number the fuses but not label them.
ill let ya know.

i did a search on the modules and found these..
this sound about right?
