Jeep XJ error code 35 question

My son in law's 95 XJ is having some overheating issues. The problem is that the secondary electric fan is not turning on when the temp gets over 215. The computer has an error code of 35 which is a problem in the cooling fan relay circuit. The fan will turn on when AC is on so the fan, relay, wiring and power sources are fine. The computer is what turns the fan on so one would think the issue would be in the temp sensor which I changed. The error codes don't show a temp sensor out of range message so I would guess the sensor is fine. Am I left with a circuit inside the computer ? Anyone ever seen a similar issue ?

I wired my fan to be on all the time when the key is on. I felt like the engine always ran hot anyway, and having the fan constant has made a BIG difference in temp.
I know it's not the proper solution to your problem, but it's an option..

I have the same problem with mine. I fixed it with an adjustable electric thermostat from Autozone. It comes on at about 180*

I have wired in a temporary "hot wire switch" for the fan so that if the temp is going up they can turn the fan on. I would like to understand why the computer isn't turning it on correctly.
