What does this part refer to?

(iii) a special interest vehicle as defined in Section 41-1a-102'>41-1a-102.

That falls under the "except" list but I did not find (not that I tried all that hard, sorry) what that section means.

My scrambler is 25 years old now. I have had it out on about 5 trail rides this summer, I have driven it to work less than 5 times this year. I bet I have only driven 500 miles with it the past year. I wonder if I can move to a classic status and avoid the emmissions. I also wonder if I could make a tube frame, tube structure, and keep the apperence to be a classic scramber. If planned careful I wonder if I could drive a tube juggy type of vehicle on the road, it would just have to keep that jeep apperence.

if i put a windshield in my 4runner and added mud flaps it would be legal, so im not worried about that but im not 10 percent sure my 7m would pass the sniffer, i dont "daily drive" it any more but it would be nice to be able to cruise over to del taco for a midnight snack ever once in a while.

THat changes nothing for my Mitsubishi because it's a diesel and the are not tested for emmisions. I wish it said tires can stick out upto 6 inches past the fender flares.

Unless you are in Salt Lake, Davis (I believe), or Utah (again, I believe) counties. Then Diesels are required to smog too.
