Painting under body armor

The crusher corners on my Lj are rusting around the edges and some surface rust underneath. I am no body guy so what should I use? I was thinking of foam brushing some POR 15, on the body and spray on bedliner for the armor.
The corner armor started rusting around the bolt holes, is there a way to prevent this? They were attached with button head screws. I'd like to change to flush taper head bolts. What's the best way to countersink the bolts?

POR 15 (or a similar product) might be a good rest-preventing choice for both pieces. It'll stop rust better than primer/bedliner alone. If you like the bedliner look, just line over the POR 15 on the armor.

You can buy countersink bits at most hardware stores, but your countersunk bolts might have to come from Fastenal or similar. If so, just buy a bit from them. Make sure the taper on the bit matches the bolts you buy.

Not sure the best way to prevent the rust at the bolt holes, but I'm sure a good coating (your POR 15) on the panels will be a good start. Maybe stainless hardware if there a chance that the rust is coming from your bolts and not the panels?

Thanks for the input. I have some POR 15 so I'm going to try that on both the body and the armor. Then I'm going to shoot Eastwood chassis black over the POR 15 on the corners.
I read somewhere that locktite right stuff is good around the bolt holes so I'm going to try that. I'll report back with my results.
