OK. There's an employee thats been showing signs of odd behavior and the boss doesn't see it or looks the other way.
Is there a place to report this without getting back to you.?????

In this time and age of people going nuts and doing crazy things or worse !
Id like to take precautions and some sort of action before something bad happens.

document everything; time, activity, other witnesses.

does you company have a HR dept? check handbook and see if any suspicious activity can be reported anonymously.
since it appears the boss doesn't care or is blind to it, you'll likely have to go over them also.

take a look from the outside, is it depression related? medication related? personal issues? sounds terrible but try to find a logical reason for the behavior, then decide if that reason is plausible.

If the behavior is to the point where you feel unsafe, I would not hesitate to contact the police directly.

May there be some risk of retaliation from your boss? Probably, but that may be a much better risk to take than waiting for people to be harmed.

Do you believe the person is a danger to themselves or others? If not, the boss is probably working with them on it as they do not want to face a discrimination lawsuit for taking action against someone who is trying to get it together. Of course the boss would not want to tell others of this, so they may appear to be turning a blind eye to it. If there are bigger issues at play, consider the mental health court system in your state. In Colorado, they can be committed for a period of 72 hours for treatment if they are a danger to themselves or others.
