Rubicon locker question

A friend of mine has a factory TJ rubicon d44 rear axle locker that won't disengage. We have pulled the cover and everything looks good from the outside with no metal in the oil and there does not seem to be anything binding when you turn it by hand. Any thoughts on what the issue may be?

I know it sounds strange, but try backing out the drain plug a little bit. We have a couple years ago that the drain plug had been screwed in to far and was causing a similar problem, would never have believed it until a buddy at a dealer told me to try it and it worked.

He said it was something to do with the magnetic drain plug causing issue with the electronics.

We pulled the carrier out and it is still locked. The part that the actuator pushes on to lock it is not returning to the open position. I have not torn into it yet but was hoping to find someone who could enlighten me.
