Selling a vehicle out of state

I sold my KJ to someone out of state who plans to fly in and drive it home. Does anyone know for sure if you need a title in hand to get a temp tag to drive the vehicle? The vehicle will not be registered in UT so it won't need an inspection. There will be a bill of sale but I don't know if it's enough to get a temp.

A title might be difficult to produce since a finance company holds it and there's usually some days of delay after they get paid.

I've sold out of state & country different times. On the ones I didn't hold the title on, my credit union was cool enough to send the title to a local office to pick it up for the new owner as long as payment was delivered to the branch where the title was. I'm not sure if that will work in your case, but might be worth a shot with your financial institution?

According to http://dmv.utah.gov/registration/temporary-permits I don't believe a title is needed for the temporary permit.

After the sale and delivery of any motor vehicle for which a temporary permit is issued to a Utah resident, dealers must submit the paperwork required to obtain a new title, registration and plates in the new owner's name, within 45 days.

When purchasing from a private seller, you may obtain a temporary permit from any DMV office by presenting proof of ownership, proof of insurance and picture identification and paying all required registration and permit fees. The permit fee is $6.00 and is valid for 15 days. The permit allows the new owner to operate a vehicle on the highways while the vehicle's permanent registration process is being completed. All required fees for titling and registering the vehicle are due at the time of obtaining the permit.

Additionally, if you have purchased a vehicle and are waiting for a title to be delivered, such as from an out-of-state bank, you may visit a DMV office to obtain a temporary permit. The local DMV office decides upon the length of validity for this permit based on your circumstances.

Driving across teh country on temp tags can be dicey, that's all. It's dicier if you're driving a military vehicle, and dicier yet if that vehicle happens to be an ambulance. Hhahah. Ah, good times.

but I digress.

I've bought a truck from Vegas and drove it home without tags, no issues (I did have a bill of sale and title in hand JIC). I also sold my last TJ to a guy in Idaho, he also didn't get any temp tags and as far as I know, he made it back without issue. I think a temp tag would only be good in Utah anyways, I may be wrong on that though.
