Originally, changes within HB361 would have changed the assumption for public lands so that the lands would be closed to vehicle use, unless posted otherwise. That change was requested by multiple state agencies who wanted more ability to protect sensitive lands.
But some lawmakers didn't like that.
"This makes it so any land is considered closed unless it is specified as open," Rep. Mike Noel, R-Kanab, said. "I have a real problem with that . . . it changes the whole use for off-road vehicles."
The amendment was removed from the bill, which then passed the House Natural Resources and Agriculture Committee Tuesday. Primarily, the bill contains technical changes that update statutes used by state agencies to manage public lands.


Interesting............ Looks like we need to thank 'some' lawmakers for having some sense.

Since there is no real information in a news article, I think that would be great. Send a message to your telling them how happy you were that cool heads prevailed regarding this bill. Whether they voted for it or or not. (I think you can find out WHAT your rep has voted for/against on one of the govt. web sites. If I get a chance, I'll see if I can find it.)

443 (1) Except as provided in Section 63-11-17 , federal agencies are encouraged and
444 agencies of the state and its subdivisions shall [refrain from closing any public land to] pursue
445 opportunities to open areas for responsible off-highway vehicle use.
