No doubt that is one of the reasons the gate exists, but it's located clear down at the bottom of the canyon well before you see dirt road. It's the same on the Salt Lake valley side as well.

Also, I found it interesting that at the point where can choose to go up to the coppermine overlook or down to the other valley, it was barricaded so that you couldn't go down the Salt Lake valley side.

They put the gates low in the canyons so no one goes UP. Makes sense to me. No point in letting anyone go further than that.
