Swing out Tire Carrier ~ Need to reinforce bumper

I would like to mount this swing out tire carrier and bumper to my '94 Jeep YJ. The bumper is not as low profile as I would like but it will have to do as I am not looking to buy a new one. I got the carrier from the PO, off the vehicle, when I purchased the vehicle

My issue is that where it would mount is very weak as you can see:

Who could help me by welding a plate to cover that area and help reinforce it so I can mount the tire carrier? I have seen a full plate from M.O.R.E. that was about $83. I dont know if one full piece would be best or if I could just get away with roughly fabbing and welding two pieces on the ends to help strengthen it. Any thoughts? Suggestions? Anyone able to help me out with this?

I'd just plate it with 3/16".
That's really not much damage and just looks like surface rust.

Hell I'd probably do it all for $83 and could modify the bumper too...

I will send you a PM with my info if you're being serious. I'd love to see what we could do to modify the bumper to make the profile a bit closer to the vehicle.

It's not too bad, I have hung bumpers on worse, but use a frame tie in, several companies make them, AtoZ is one, IIRC.
Yeah, it's not too hard to get it closer to the tub either, I bet mikegyver can hook you right up.
The real problem with tucking it closer to the tub is that you will need to chop down the hitch receiver so short that you will have to cut down the draw bar you use in it to match. If you wanted to borrow someone's bike rack, or similar device, you would need to either carry an adapter, or cut it down too. See where this is headed? It's not the worst setup, really though, because with it low profile it will catch on less stuff.

Good luck there, not such a bad looking bumper overall.

I am dying here... There has been a UHP DOT trooper constantly pulling trucks over here at 800 N. in Orem all this week. From my desk looking out the window I have seen two guys having to peel tint off their windows on the spot, so this officer is pulling people over for I/M issues. I feel my time is soon arriving. I need to get my rear bumper modified and put on w/some detachable mudflaps so I can get my Jeep registered. MikeGuyver was the first to say he was willing to assist... but I haven't heard from him in a month. I have got to get this done as soon as possible. If Mike or someone else is willing to help me out please let me know. I'll do what I can to make it worth your time and effort.

Bumper needs to be chopped so it doesnt stick so far back... and where it mounts to will need a solid plate welded on the Jeep to reinforce it as you can see in the pics it's pretty weak.
