SWR Meter Question

So I put in a hand held Midland CB a while back but wasn't getting hardly any distance from it. I checked it out with my SWR meter but when I keyed the mike in the FWD position the needle didn't move. I figure it must be the CB so I went and bought a Cobra 75 and hooked it up and it's doing the same thing. I've checked all the wiring on the antennae and it seems to be good...even traded out the antennae for a different one and it does the same thing. I tore apart the meter to see if anything looked burned inside and it all looks fine inside. So any guesses what might be going on? Do SRW meters crap out very often? I haven't had time to run over to my dad's to check the meter on his CB to see if it works.

I don't know about the meter but my 75 hardly gets any distance either. Like a couple hundred yards inside the vehicle and maybe a mile if I'm lucky outside.
