The Good Alternator, The Bad Gauge, and the Ugly Jeep

So This what has been happening to the jeep, I'm hoping any of yall jeep doctors can give a diagnosis or something:

Patient - 96 XJ, with confirmed bad NSS(because I can start in Any gear I want), and coolant sensor(for gauge, because it's not showing the temp).

Symptoms, Before: the voltage gauge stays around the edge of 9 of the red zone. And it doesn't move no matter what gear I'm in or how long I've driving. NO GEN Light.

Symptoms, Recently: voltage gauge stays around 9, upon start up, NO GEN light. and it'll jump to somewhere near 12-13ish. But from yesterday to today, the GEN light will kick on, after start up when it's around 9, and later when it jumped to 13ish, GEN light won't turn off for the rest of the trip.

I took it to Autozone. Check result shows, Starter, Battery, Alternator are all good..
So I'm clueless. Any ideas?

I posted another thread earlier about MPGs.
I also noticed, there is fluctuations on my fuel gauge as well.
It was refilled at 240miles, and now it's 320miles - 80 miles, and it says I've burnt more than 1 quater and a half (7-8 gal) on the gauge.
And sometimes, it'll fall back (closer to the next marker - half tank, in this case), but never bounce back more than what it was before.

And I was driving 2013 Elantra and 2012 Altima, so I do feel this XJ accelerates a lot slower, and doesn't give much gas, with the same pressure on the pedal. I was always the slowest to catch up after the light turned green. This is my first Xj, so I don't know if it's because I'm used to be a light foot, or something isn't right.

I'm only on 235/75/15 - why do I get shitty fuel economy?

Its a jeep thing to fool Ya. Both my xj and zj read low volts but test fine. According to the gauge my zj charges at 9 but my volt meter says 13.4-14.3 and my xj is about the same. I have never really looked into fixing it but was told its a voltage regulator issue. Since those are internal I figure when the alt finally goes and I have to replace it, I'll find out. Until then it hasn't had any low volt starts so I haven't worried about it. But that's just me.

If you don't find many answers here, check NAXJA I know there's a few over there that's had the same problem.
