TJ Fuel Issue: Help Wanted

I have a stock fuel pump and sending unit in a 99 wrangler that I have mounted in a custom fuel cell. I started to run the jeep last weekend for the first time and it started to have some issues running really rough (some backfiring and burping). Starting it up is also a little struggle. It usually turned over on the second time cranking it. The engine would kill out on any hill and also suffers on the street if you were to punch it so that it would shift down to first gear it was clearly not getting sufficient fuel.
We replaced the pump this weekend, along with the two strainers. It ran normal that night, but today it has returned to a fuel starvation struggle.
Has anybody had any issues like mine and/or know whats the next approach to fix my jeep?

Are you sure about the vent in your custom fuel cell is working properly? I did a custom fuel cell (ALum) with a roll over vent and a in-line fuel pump, 3 pick up lines, bypass regulator. I tried something a little different and bumped up my line pressure to 34 psi (supposed to be 30-31 on a 97 Tj if I remember correctly). I was bypassing to much fuel back to the cell without a rollover vent valve that was working properly. It would pressurise the tank and then would spit fuel out the rollover vent. The same thing was happening to me as what you described in your post. This sucked for me because I was in Moab...425 miles from home. I just ran without a rollover vent valve and took my chances.

TELFORD, where are you on this one?

Kris had a similar set-up last year. The pump assembly gets bumped around in a fuel cell without baffles. We were constantly taking it out messing with it. Maybe TELFORD can explain better....:-\
