Toyota Factory E Locker

I bought a 2002 Toyota 4 Runner SR5 for my son to drive to school. It has a factory locker that seems to work intermittently. Any suggestions on what to look for?
 
There was a rebuild kit on eBay for $35. Come with all of the o-rings and the grease needed. I was looking at the rear axle for the actuator and it looks to be on the front axle instead. Is there an easy way to get to it or just nut it up?

This is my first Toyota. I am assuming if I buy a third member with a locker for the rear that it can bolt up without any problems? No need to setup the gears? Does anyone have on for sale? I will have to check gear ratio.
 
So here is what I now know about this Toyota. Thanks to Brandon’s knowledge and more research on my side I now know that this 4Runner does not have an elocker. The center locking button takes it from AWD to 4wd and the 4x4 button on the transfer case lever only turns on the vacuum to the hubs. Dammit, I wanted it to have a factory locker. Oh well, anyone have a 4:10 rear third member with an elocker for sale?

A factory elocker third will not bolt up to your non-elocker housing - there's a little cutting and grinding to do to make room for the actuator, and you'll need to replace two of the studs with longer versions. Or get an elocker axle housing and bolt it up in place of your factory housing. THAT will swap right in, the shafts and everything else are the same.
