The Only thing I would do (if I did that sort of thing) is measure the frame to the ground but other than that it does look like he's trying to comply with the UHP...I wouldnt look twice at it anyways and if I did it would be to shoot the ****;)...

You wouldn't want them to classifiy your truck 26,000 and over, then you would need a CDL and would have to stop at all the Port of Entry or scales.

And also you can privately own a 26,001+ LB GVWR and drive it too without a CDL. As long as it is not for a commercial business you don't need it. It would be wise so you have the proper training of driving the big trucks and learning about the airbrakes and such, but not necessary.
