What are these rocks????

Driving a fence line out near pony express today, and there was about a mile of fence that had these same rocks hanging in every dip in the fence/road, not just actual washes, but almost every time the road would go lower. What is their purpose???

Looks to me that they keep tension on the wire to hold the posts together. Keeping them from moving around. But that's my uneducated guess.

Keeps the posts from lifting out of the ground from the wire tension in the low spots.
