For fancy steels like 4130 Normalized plate, as well as small orders of aluminum, 4130, and stainless tubing in all diameters and wall thicknesses, I use Aircraft Spruce. Being geared towards aircraft, they have all kinds of fancy latches, mounting systems, and other useful and expensive junk.

x3 on triple S, I have had no problems with any of the sales guys there, all have treated me good. $0.55/lb on all remnants bay steel no matter how little or how much quantity you get.
