Why are mountain bikers allowed to build new trails?

Was talking to a buddy of mine who's big into mountain biking, and he mentioned how they are building a 'freeride' trail in Vernal on BLM land:

I'm just curious to see if anyone has heard how they got permits to do this. While we're losing trails another user group is being allowed to build them, and I think thats a little strange.

Sort of off topic but almost every mountain biker I talk to about wilderness designation has no idea that bikes are not allowed in wilderness. Letting them know in a nice way is one of the most productive things we can do.

..... and that's more or less how it goes w/mt. bikes. Build, THEN get permission. And usually since bikes are so green, no one gives a sh*t.

Wouldn't that be great??? :D

Might be an open designation area... similar to areas at Five Mile Pass. If someone knows where this is, email me some coordinates and I can check it against a land ownership map.

A friend of mine made a few MTB trails in our area, up on a mountain called Gooseberry Mesa, which *I think* is mostly BLM mixed with some private land. From what I understand most of them were made first, then approved. He said he went through hell getting these trails approved and it took almost a year and a half... but they got approved and are official.

I've ridden Gooseberry, pretty cool area. Very intense climbs & drops.
