I just got a new Torque Converter and it says that it is illegal for use in Cali or in any pollution controlled motor vehicle, why is this...its just a TC???

it is TCI Sizzler...prolly their least expensive unit...but its stock stall about 1500-1700 RPM small block and 1700-1900 RPM big block...on summit racing site it even says its great for a stock replacement...not too great if you cant run it on the street (Not that I am worried about it but was just curious how a TC could make an IM difference)

that what I paid, after a lot of searching I saw a lot of people saying they had gone back to stock stall...the lower were locking up too soon and the higher were creating too much heat...I am expecting this to be aorund 1300-1500 for my app because its behind a 4.3L (smaller than a small block:D)...how have you like yours...is it about right???

The reason why is because changing the stall speed will effect how your engine performs, hence changing emissions. (I know it is screwed up, but that is their logic.) It's the same concept when you fail emissions on a '96 or newer car that has a malfunctioning tranny shift solenoid. If you skip a gear, or shift later, that changes emmissions, and they don't like that. (at least here in weber and davis counties.)

how does it change the engine performance??? IMO, it will change the tranny performance but has nothing to do with how the engine performs...

It changes the engine performance by changing how the engine reacts to your drivetrain. By raising the stall, you are revving higher before full torque is applied to your drivetrain. from a stop that's why you would want that on a dragster. But they flip out over anything that changes you emmisions, I don't like it one bit.
