Street sign security fastener things

This is just some kind of rivet, right? I assume drilling it out would be the best method but wanted to ask the RME braintrust… for my friend.

I think the only thing I’ve ever stolen was a street sign. It was next to impossible to get off the stop sign and post. We ended up bringing down the whole post. Did a lot of damage, but we got it and couldn’t have been more happy with our score, other than feeling totally guilty. With a street named, “Motherload Rd” we basically had no choice. We duck taped it to the back of the cargo carrier we had strapped to the top of a Geo Metro we were using for a road trip from Alaska to SoCal and back, for our senior trip. 😎
 
The signs were taken out and abandoned in a trash pile at a construction site so not stolen. I’ll drill them out
 
Once upon a time, a mom found a street sign and pole in the yard with her son's name as the name of the street. The mom then asked her son if he had any idea where the sign had come from. The son, in his most respectful 17 year old voice answered, mom the address is right on it.... The mom was not impressed. The sign is proudly displayed in the son's garage. Or so I've heard.
I also heard that drilling the rivets was no problem.
 
I believe that’s just a security shear head bolt, similar to what is used on many column ignition switches to make a vehicle harder to steal. At a certain torque, the hex head shears off. I just use a chisel and hammer to get it started and then wind off by hand, unless the threads are corroded and it’s stiff, then you may as well just drill it anyways.
