I think of long term rural is your goal, it won't last if too close toSt George. Parowan near Cedar, Rush Valley or Vernon near Tooele would both be easy drives to smaller hospitals. Same with San Juan County.

I suspect this year we will see a lot of slides with the wet spring.

Of course for combined wheeling and horse property, San Juan county is tough to beat. Monticello is only an hour from Moab. And everything from Torrey to Tropic on highway 12!
