I have a 98 TJ. I took the whole spare tire mount off about 6 months ago. I had my saftey done about 2 months ago. They did give me a hassle at all. Nor have I been pulled over for it. IMO enless you give them a reason to pull you over they wont bug you. Or I could just have been lucky so far.

Technically if it came with one it has to be there but if you zip tie it and it works there is nothing they can do about it. The tint law just took effect this year yes it is lame. 99% of shells have integrated third brake lights.
