This is kind of weird but for years I saw these on emergency vehicles, surplus police cars and the occasional truck. They were almost always stowed lens down out of the way. For two or three years now I have not seen one stowed that way at all. I was wondering if maybe people were getting warned for impersonating officers or something and had to keep them up to show they did not have a red lens installed? I did a few searches here and on the internet but did not see anything.

Under cover / unmarked cars used to have red lenses. My point is I do not see any of them put down anymore.
