I live in a condo as well. Most compressors are going to be loud for condos, just make sure to check with your nabors to ensure they aren't being too bothered by it, or give them a heads up before you get to working and you'll be good.
As far as the above suggestions, I agree with stay away from oil free.
If you must it can get you by, and some will say they've had one for years. If you don't plan to use it for hours on end, or leaving it outside on your balcony etc. then it can be a great bang for your buck...

Its not the greatest for air tools, but has been great for the occasional Plasma cutting, sand blasting, powder coating i do on my balcony. just keep an eye on the pressure gauge and I haven’t had any issues.

The reviews are great for it and northern tool has been a great company to work with for me. If you go with this one i suggest calling them to place the order as I’ve been able to get great deals over the phone that weren’t available online, and you could use the extra funds to get some tools as suggested.
