It was indeed a ballon bomb in April 1945 I believe. Did you also know that the Japanese contemplated sending ballon bombs filled with smallpox infected insects over? They tested the idea in Nanking, China but never went through with it.

Correct, 4 or 5 Fire Baloons landed in Utah during WWII, I wrote a little about the locations on ExpedtionUtah, thankfully there were zero reported injuries/fatalities related to the bombs.
