Be careful what you ask for...

Three months after the discussion was brought up and then promptly dropped my boss sends me an email asking if I would be willing to go to California without a relocation package.

I have not yet and frankly I'm not real sure about how to respond. I'd love to get back out west but I have made a bit of a life for myself out here. I would be starting all over again. Getting to know an area, finding people and stuff, contacts. I don't even want to think about packing all my crap up. Everything I own is ridiculously heavy. Not to mention the cost of doing it all.

I guess I want them to appreciate the sacrifice I'd be making. All in all I do think it would be worth the financial and emotional wreck to get out west.

I'm just very frustrated they even brought it back up after I was told it was a dead issue.

Getting jerked around is no fun, even more so when it involves a decision for you to up root and relocate. I agree, it would help the 'pain & suffering' of moving that far, if they helped pay for it. I think you'd eventually be happier out this way... much closer to family too, IIRC.
