RE all the way. Still, if you're only fitting 31's, it probably doesn't matter what ones you go with.
Check out the JKS arms, cost a bit more than REs and built to be bombproof. 18TPI, OEM rubber on both ends, no better short arm available if you're going that route.
Where are your 31s rubbing? Many are running stock CAs with a BB and no fender rub. If you are rubbing the CAs themselves, that's another story, you need rims with less backspacing.
