Can we talk about the ATV bill in here? I want to know the details concerning this.

I want land use.

I do not trust billy bob down the street to drive an ATV on the road.

Please explain to me why opening that Pandora's box is a good idea...please!

I want to talk about this issue because it is obviously important and if it is logical I want to talk to my representative and ask for his support of the bill.

as far as requirements to pass, i'm not sure..

and, this is most definately the right spot for this thread topic.

...but do you trust the public in general with ATV use on city streets?

Hell no, I don't trust most of them on dirt roads. However, with some street tread radials and an open rear they would behave much differently.

Let me look in the history of my browser and find the links to the house bills...the thread in chit chat got deleted because someone thought the greenies would get their eyes on the thread and excercise their right to object to it...

People on here were saying it would help land use issues but nobody will tell me how or why.

yeah he looks like a dolt but these things just aren't designed to be on the road...EVER. I know polaris has been working on a quad designed specifically for the street in Europe and it looks neat but I don't want a banshee or anything like that on the road in my town even if they are legally limited to 45mph.

The issue though is how is this supposed to help land use issues?

I ride mine at 60~70 on the pavement quite often, and I can just feel the stupid dripping off of me, there is zero room for error with low pressure very agressive tires on pavement. 45 and down isn't a big deal if you aren't an idiot, too bad most atv riders are idiots.

That looks to be every bit as safe (if not more) as a donor bike, and they are still on the road.

I think tires make a huge difference and from what I understand in the language in the bill it would require street legal tires designed for on road use which is a good thing. I am glad whoever wrote the bill was thinking because blinkers, a horn, brake lights, and license plates are all things that I remember seeing in there also.

I like to compare the ATV to the average motorcycle as far as braking, maneuverability, and relative safety.

A motorcycle SEEMS a hell of a lot more maneuverable than an ATV and I know I could get out of (and into) a sticky situation faster on two wheels. Braking would be something I would want to research thoroughly because my bike has magnificent brakes but my quad, riding on 27s, is a bit of a pig. I know the restrictions placed on the ATVs would keep it out of a lot of trouble but what would happen the first time some soccer mom demolishes a guy on a quad? It seems like this bill is just aching to get shot down.

You've been able to license 3 wheelers all along (they are considered a trike). Sportsmans will stop on a dime on pavement.

I just noticed that I had that deleted thread open in a tab, read the PM you posted and I understand why this bill is a good thing now, and also see where it shouldn't be talked about on the open introweb.

I have been told it will help land use issues but for the life of me nobody can explain to me how it will help land use issues. I am having a PM conversation with a couple people right now and neither of them can tell me HOW?!?

I think it is wise in asking for support of this bill for an ulterior motive to take a close look at the obvious effects of unleashing ATVs on the streets of Utah.

Well here is how I am guessing it MIGHT go down. RS2477 is used to keep roads open that were already there right? They pose historical evidence that the trail is a frequently used road so they can keep the Eco-Dicks off our ass.

If we get ATVs street legal then we can get more ATVs on those trails...more traffic means more familiarity with the trails which means more public awareness of the trails which means more support for the trails when they are attacked. If they are used A LOT then maybe they will have better defense when it comes to the RS 2477 crap.

I am stretching my imagination here but for the sake of fairness and equity can we not make this a matter of 4X4 national security?

RS2477 really has nothing to do with street legal verus non... If a road was open to a public right of way (dirt or paved) prior to 76' it must remain open pending a plethora of litigation... In fact most RS2477 candidate roads are dirt... open to OHV's of all sorts.

I take zero issue with the bill... those that will build their quad to conform with the rules, will likely be responsible legal riders... You can buy a peice of **** dangerous car alot cheaper than you can buy a quad... seriously. To boot, 3 wheelers, dirtbikes (I'm talking CR250's, etc.) can be legally licensed if the right equipment is added. I think a quad would be safer on the road under 45mph than a CR250 with a headlight and stoplight ;)

I honestly havn't been "debriefed" on why this bill is so important, but I have a itching suspision I know exactly whats up... and I can see exactly why they are trying to push this through.

You also have to look at it from the "rural" Utah standpoint... many rural towns (think Piute ATV trail) towns let folks ride in town legally... but without a State law to back it up those riders are opening themselves up to trouble... what happens when you cross a State highway in a small town? Your breaking the law... Even those of you that drive your rig out of your driveway and onto your trailer in the street... your technically breaking the law.

Kurt, I know you are highly involved in these organizations and I would appreciate having some light shed on the subject when you get more info. I would never want my land use limited so if this bill is of extreme importance I would like to know EXACTLY why instead of people intellectually insulting me by saying "Just trust me!"

I just did some uber-quick reading up on RS2477 as it applies to ATV's versus street legal vehicles... it looks like this very well could be a major reason behind this bill. I wish Mike S. or someone else in the know had a minute to bring us all to speed but I'm sure they are busy as could be on the "war dialer" tonight working to make this happen.

Off subject, but on subject... I think the reason we are not hearing a ton about this is due to the fact that the more it is widely discussed/debated... the more ammo the opposition (WAG's in this case) will have to defeat it and work their "war dialer"... as much as I hate to say it... sometime you just have to trust the fact groups like Usa-All, U4WDA, Utah ATV Association, etc are looking our for the best interests. Truly thats how our democratic society works... if lawmakers had to run every aspect of every decision past their constituents... nothing would ever get done. Why I don't feel comfortable telling people to support it "just because"... sometimes its a necissary evil :-\

I'll get all caught up on the situation and see what I can't figure out tonight... but in the meantime I'm sure Usa-All would really appreciate with your support. If you think they are looking out for your interest... take a minute and write a support email.
