No Court in the Country will hold a 7yo responsible....
Parents are only responsible for their children's actions civilly. (out side of criminal negligance, which is very difficult to prove) Meaning that the county/blm/owner or the bridge would have to sue the family in civil court....

Civil court it is... something needs to be done. I would call the parents actions criminal. While it is virtually impossible to keep an eye on a kid 24/7, you sure as **** should when he's got access to matches, guns, rivers, holes, etc. Time to legalize adulthood in this country. Time for parents to start parenting.
