Emissions requirements

So, I know where to find the Utah state vehicle safety inspection manual, does anyone know of a resource for the emissions requirements? I am less concerned about the HC and CO2 PPM and % readings (tho they would be nice if someone knows where they can be found) and more concerned about the required equipment for various years/vehicles. (i.e. cat, air pump, charcoal canister, etc.) Does anyone know where this information can be found? Thanks for the help.

When I went the rounds getting my scrambler past emissions the guy at Just Emissions pulled out a repair style manual that all shops should have. He used it to look up the year, make, model, etc and it gave him a list of required hardware that I needed to pass the visual. Also it gave him the HC, CO2 numbers that I needed to pass with.

This is the government identity that controls the emissions testing, but a quick look on their site did now show the details you are after. I bet a phone call to them would though.
