Does anyone know who is in charge of opening & closing the gates? The ones that lead up Farmington Cnyn, Bountiful, Mantua etc....??

Different for each one. Some are Forest Service, some are BLM, some are water district, some are city, some are county, some are state, etc.

The one at Mantua in particular ....

Is there a sign at the gate saying ATVs are allowed to go past, is there a narrow side-gate to allow ATVs, or are some ATVers just going past the closed gate?

If you want to look into it, that gate and area are managed by the Ogden Ranger District of the Uinta-Wasatch-Cache National Forest.

There is a spot right behind Willard peak that keeps snow for a while under the big trees that the road goes through. I am sure they don't want anyone tearing things up and getting stuck. As far as ATVs go, usually they care about gates and find a way around them
