Let's say I wanted to get my operator's license so I could run a ham radio (on, say, the Rubicon Trail later this summer). I've heard you no longer need to show morse proficiency to get a license. That's great, but what do you need to do? What is involved, how much will it cost me, etc?

as far as I know, you just have to pass the test. I remember it being cheap when I looked into it. $30 or so? There were lots of practice tests online.

X2. I got mine about 10 years ago. Just search online for practice tests and start studying the material you are weak on. You can also find location and times of actual testing in your area. There is a fair amount of stuff to memorize still with frequencies and all, but not difficult for anyone to get done.
